Described as the largest architectural project in Europe, the aim was to create a new piece of London. The main street was conceived as Oxford Street with a tent.

It was to contain retail, leisure, a new bus station and two new train stations.

It was designed to include the first purpose built, naturally ventilated shopping centre in UK.
